The Universal Pre-Kindergarten (UPK) Program provides all four-year-olds with access to enriching, child-centered learning experiences, emphasizing early literacy, numeracy, and social skills. Programs & Services

Targeted Pre-Kindergarten Program (COSER 407.001)

Questar III’s Targeted Pre-Kindergarten Program provides comprehensive child development services in classes of 16 children throughout the school year. This program is aimed at children from lower-income families or those experiencing risk factors, following New York State Education Department (NYSED) regulations. It is partially funded by a NYSED grant and is currently available in a limited number of districts. Additional districts may join if space becomes available.

Universal Pre-Kindergarten Program (UPK) (COSER 407.010)

This grant-funded program ensures four-year-old children have access to high-quality pre-kindergarten education that fosters foundational skills in literacy, numeracy, and social development. Questar III partners with school districts and eligible Community-Based Organizations (CBOs) to deliver instruction in accordance with NYSED UPK regulations. These programs emphasize child-centered learning, kindergarten readiness, and inclusivity, with instruction delivered by certified staff in classrooms of up to 18 students (18:1:1 ratio). Services may include administrative oversight, support staffing, and nursing.
