Per Chapter 61 of the Laws of 2006, districts were allocated an EXCEL (Expanding our Children’s Education and Learning) apportionment under the EXCEL program. The 2026-27 Enacted Legislative Budget specified that districts’ apportionments will now only be available for a limited time, and projects must be certified to DASNY prior to December 31, 2028.
