Beginning in the 2025-26 school year, the methodology for calculating Aid Attributable to students with disabilities was updated to align with the fully phased-in Foundation Aid formula as follows:

Multiplying the current-year enrollment of students with disabilities by a weighting factor of 1.41, as specified in §3602(1)(i)(4)(i), and

Further multiplying that result by the district’s selected Foundation Aid amount, as calculated under §3602(4) of the Education Law.
The standard amount derived by this methodology may be superseded by an alternative amount if a mutual agreement is reached between a charter school and a school district, as authorized under §2856(1)(b) of the Education Law and Section 102 of Part H of Chapter 83 of the Laws of 2002.
This change is reflected in the updated Commissioner’s Regulations Section 119.1, effective July 1, 2025.
The worksheet, previously issued as a preliminary version based on 2025-26 aid projections as of May 15, 2025, has been updated to reflect final aid amounts as of May 15, 2026. No further updates will be made to the 2025-26 school year aid attributable worksheet. A preliminary worksheet for the 2026-27 school year will be published shortly.
