Meet the Team
C.L. (HARRY) HADJIOANNOU, CPA has more than 25 years of BOCES and school district experience; he is currently the Deputy Superintendent/Chief Operating Officer/Chief Innovation Officer at Questar III. Mr. Hadjioannou is familiar with accounting and auditing regulations that impact school districts. He has extensive union negotiation experience and has a Cornell University Labor-Management Certificate in addition to a bachelor’s degree in Accounting and a Certificate of Advanced Studies in Education Administration and Policy Studies.
Mr. Hadjioannou has been a licensed CPA in New York since March 28, 1989. His license number is 060768.
KENNETH R. ZIOBROWSKI, CIA, CFE has over ten years of BOCES and school district experience; he is currently the Director of Financial Services at Questar III. Mr. Ziobrowski serves as the program manager of Internal Audit, Asset Management & Valuation, GASB 75, State Aid and Financial Planning, Special Education Aid Assistance (STAC) Service, and Claims Auditing services. Additionally, he is a Certified Internal Auditor and Certified Fraud Examiner. He has extensive experience with school district auditing and accounting and the mandates and regulations that affect New York State school districts. Mr. Ziobrowski has a bachelor’s degree in Business Administration in Accounting from Siena College.
HELENA MAGUFFIN, Asset Management Team Leader, has been an employee of Questar III’s Financial Services Department since 2014. Before joining the Questar III BOCES, she was with Target Corporation for more than five years as an Executive Team Leader of Logistics. Mrs. Maguffin has worked on numerous Physical Inventories and Re-Inventories in her time. In addition, she supports the districts with the software and generation of year-end audit reports. Mrs. Maguffin has a bachelor’s degree in Finance from Siena College.
EVAN MICHAEL, Asset Management Specialist, has been with Questar III BOCES since 2018. He has completed several Physical Inventories and numerous Re-Inventories. Additionally, he is responsible for performing annual Re-inventories for our participating districts. Mr. Michael has an associate degree in Business Management from Hudson Valley Community College.
MELISSA GANGEMI, Asset Management Specialist, joined Questar III BOCES in 2019. Ms. Gangemi has a bachelor’s degree from Syracuse University. She has worked on several Full Physical Inventories and numerous Re-Inventories. She is also in contact with the district to create many cross-contracts.
TYLER LENSETH, Asset Management Specialist, joined our team in 2019. He has also done several Physicals and Re-Inventories; he also does software training for the districts. In addition, Mr. Lenseth has more than ten years of customer service experience.
