The ARP-ESSER Application is now available in the Business Portal for the time period of March 13, 2020 to September 30, 2024 to obligate funds. These funds will need to be fully liquidated and an FS-10F Final Expenditure Report submitted by October 31, 2024.

The project numbers for the three state-reserve (Learning Loss) programs are:

5884-21-XXXX ARP-ESSER 5% State-Level Reserve – Addressing the Impact of Lost Instructional Time

5883-21-XXXX ARP-ESSER 1% State-Level Reserve – Comprehensive After School

5882-21-XXXX ARP-ESSER 1% State-Level Reserve – Summer Learning and Enrichment

These numbers should be used on the appropriate FS-10 budget form.

Completed applications are due by November 30, 2021. Districts may request extensions which will be reviewed on a rolling basis. If a school district does not intend to apply for one or more of its ARP ESSER State allocations, please email CARESAct@nysed.gov prior to November 5, 2021. Additionally, applications must be submitted and fully approved by no later than March 23, 2022. LEAs that have not been issued a Grant Award Notice by that time will bear the risk of having their allocation returned to the US Department of Education.
