This Medicaid alert provides additional direction to Preschool/School Supportive Health Services Program (SSHSP) providers regarding the 2017-18 Random Moment and Time Study (RMTS) process associated with the certified public expenditures (CPE). Medicaid Alert #17-03 notified SSHSP providers that the RMTS process, including submission of quarterly staff pool lists, was temporarily suspended during the federal Centers for Medicare and Medicaid Services (CMS) approval process for extension of CPEs. SSHSP providers were also instructed to maintain quarterly employee staff pool lists and all records required to support the filing and certifying of an annual cost report for the July 1, 2017 – June 30, 2018 school year. Medicaid Alert #18-05 advised that staff pool lists should ready for submission to the Department of Health’s CPE contractor.

CMS has approved continuation of CPEs and Public Consulting Group, Inc. (PCG), the Department of Health’s contractor, will now begin collecting staff pool lists for the 2017-18 school year. PCG will be distributing an excel-based template via email to SSHSP providers who billed Medicaid during the 2017-18 reporting period to file a single annual report of staff rather than quarterly lists. Staff included on the staff pool list template must have been employed by the district, be a qualified Medicaid provider and must have provided at least one eligible SSHSP direct medical service per a student’s IEP. The completed templates are due to PCG via email as an attachment to NYSSHSP@pcgus.com by Friday November 30, 2018. Failure to meet this deadline will result in no employees being included in the Annual Payroll Information section for the completion of the 2017-18 cost report
