There is a new process to report your district’s Assessment Roll Verification (ARV) information to the Office of State Comptroller (OSC) which goes into effect during the 2018-19 school year. School districts will now utilize OSC’s portal to complete the verification process, which is currently the method used to file the Property Tax Cap and Tax Cap Compliance forms.  The ARV form must be submitted to OSC no later than July 31, 2018 via the portal which can be accessed using the following link: Online Services Website.  Once you are on the website you should follow the steps listed below to complete this submission:

  1. Log in using your User Name and Password.
  2. Select the Local Government Assessment Roll Verification Filing System application.
  3. Enter the assessment roll year 2016 to view your form.
  4. Review the taxable assessed values contained in the form for accuracy.
  5. Before entering any adjusted taxable assessed values, review the instructions and documentation requirements for assessment adjustments.
  6. Enter any adjusted values and provide documentation.

Note: School district chief financial officers enrolled in Online Services are designated as the primary authorizer and preparer in the ARV application. To assign another user as a form preparer or to create a new user as a form preparer, please see the Online Services enrollment instructions.  If your Online Services user account is locked, please contact the OSC Help Desk to request a password reset by phone at 1-866-321-8503 (Option 1) or via email here: localgov@osc.ny.gov.  If you do not have an Online Services account, contact the OSC Help Desk and you will be enrolled and will receive emails with the information needed to establish your account.

It is important that districts complete this verification process each year because actual valuation is one of the wealth measures used in various State Aid ratios used to determine the amount of aid your district receives.  To be certain that OSC provides accurate data to the State Education Department (SED) for the 2018-2019 state aid calculations, you must go in and verify the data listed for the taxable assessed value for assessment roll year 2016 by July 31, 2018.
